Medicare and Medicaid should not be cut or eliminated. Congress do your job. Cut other non-essential things instead. Like the boarder walls, arches, ballrooms, helipads, your salaries and perks, bombs, secrete weapons, trips to Mars, etc,
Congress do your jobs….. find ways to pay for the necessary things for citizens of the USA.
If you cannot do such, quit and get someone in the job who can do it.
