Jesus always treated women with respect and importance. He wanted women saved as well as men. Women were used by Jesus at times to witness to everyone [even men].
In Heaven women will be treated the same as men, both in importance and duties. Everyone in Heaven is treated the same.
In reality, some men might be able to be the head of household, but in many cases they are not. Many men do not understand God or his ways, and especially not the scriptures. Some men are stupid, some are anti-Christ, some just don’t care, and some only care for themselves. Some households should have the man/women roles reversed due to capabilities of each. Women are to be helpmates. That also includes leading when men are incapable of doing so and/or having input into decisions.
It seems that Hegseth only cares about himself and his ideas, rather than God’s Will. I suggest he read the Bible more thoroughly. Women and children are to be taken into account and listened to when decisions are made. [even by men]
Also, some households are composed of single people. Some are women alone.
In God’s Ways, women have a say [and opinion] that they can express even in marriage, and it should be seriously considered.
