Tariffs will be paid by American consumers as prices rise. Foreign companies/governments will not be paying the tariffs. Trump acts like he is punishing foreign entities, but instead he is punishing the American people who will be paying the raised prices to cover the tariffs.
It would be better to skip the tariffs and just raise general taxes little bit to cover needed expenses.
Even if consumers purchased an American product from Americans parts, it still would cost more to the consumer. Manufacturing left America for cheaper labor and costs. Most products have parts from foreign countries [cheaper at the time]. So products would be harder to get at non-tariff prices, but higher in cost anyway. No matter what, American consumers will pay more.
Some foods are not grown in America and are imported so they will cost more no matter what. There is no chance those products will be grown in America.
By the way, most foods will cost more anyway due to weather conditions and difficulties grown foods, even if grown in America.
